It needs to be registered with the MD-RA (Minister's Delegates -
Recreational Aircraft).  You can find them at www.md-ra.com, I think you
can even register your project online.

MD-RA just does inspections, RAA works with Transport Canada to ensure that
the regulations allow you to build and fly in the first place.
